Obama got approval from Congress based upon a report on the state of the White House that was completed by the GW Bush administration. The work upgraded water pipes and electrical systems and improved heating, cooling and fire alarm systems, some of which hadn’t been updated since 1902.

The American people do not mind spending money on upkeep of the White House since it belongs to them, not to whomever the current president happens to be.

Compared to Trump tearing down the entire east wing without asking anyone.
