I find it interesting that they claim "historic preservation" for new construction when there is nothing left of what was there. How do you preserve for history something that isn't there anymore? If they wanted to claim historic preservation they should have done so before the old part was torn down. At least that would have been "historic preservation".

It’s always how things worked. Any case filed starts at the district level unless there’s extremely limited circumstances with original jurisdiction.
