I think the only thing they had in mind was/were/are "rights" with intelligence [or lack of] be damned...
The rest of the democracies around the world and down through history had majority rule as absolute, meaning the rights of those who had other wants/needs were dismissed and even trampled but the founding fathers/framers saw freedoms quite differently...
So they outlined what they felt were absolute freedoms under any form of government where even a vote could not remove them constitutionally and the idea was that if we are going to err/make mistakes it should be on the side of freedom(s), not authority, with a living breathing document that is the life blood of an ever-evolving constitution, when that is threatened and words fail we have been given the uninfringed means [the right] to armed insurrection against those who would deny us our constitutional rights...that is the guarantee built into the system.

Well my answer was based on what the framers had in mind, not what somebody else thinks of us, in fact even we were ranked first or even lower than our current position I wouldn't point to anyone else's opinion of us as proof of our standing or that we needed to change as that would just be another form of bending to their will.

What they had in mind and how society worked back then etc.. the constitution was probably bob-on (sufficient). Times have moved on, the constitution hasn't.

Teachers' unions do not set policy. they negotiate contracts and try to influence policy by threatening to strike if their demands are not met in regard to those policies and compensation. Compensation is off the board in most districts that do not have the right to strike.

You forgot the word "some". There are no such problems in any schools where I taught except one, and that was in a deep blue city. In effect, I was dismissed because I was too conservative.

The university I attended for my BA was recently listed as the 2nd most conservative university in the nation that was not religious in nature and a public institution.

I guess/perhaps/maybe but the document they had in mind was designed to move on [hence the term "living breathing document"] as long as it meant more freedoms and not less...freedom was/is/should be the driving force for any constitutional change, not a ranking with someone else's subjective ideas/opinions of freedom, to do it for that reason would be selling out our freedom.
