Well kinda, BJ Bill in 1993 without a single GOP vote took the top rate from 31% to 39.6%. Thanks to his/D's fiscal discipline we had 4 budget surplus, 3 after the GOP's 4792+ billion tax cut was vetoed. Then Dubya/GOP had full control (US debt $5.8 trillion) and went to 2 UNFUNDED WARS, HAD 2 UNFUNDED tax cuts AND created the privatization of Medicare that this year alone costs over $230+ BILLION (WITHOUT A SINGLE PENNY OF NEW FUNDING SINCE 2003!)
Gutting revenues (Ronnie, Dubya and Cheeto) don't magically reappear when a Democrat is elected Prez again, the money is gone, as well as spending increases the GOP's guys created

The top tax rate went to nearly 40% under Clinton and has not changed much from that time until now. So much for the democrat claims of wanting to raise taxes on the rich, which they never do even when they have almost total power to do so. Democrats in office have no intention of raising taxes on their rich donors, they just say that to make their ignorant supporters falsely believe democrats are morally superior to republicans.

The 1994 Budapest Memorandum provided security assurances, not binding military guarantees, for Ukraine's accession to the Non-Proliferation Treaty (NPT). It lacked automatic military triggers or mandatory enforcement mechanisms, committing signatories only to seek UN Security Council action if Ukraine were threatened. Speaker Dennis Hastert and Majority Leader Tom DeLay sought to convince some of dissenting Republicans to switch their votes, as they had in June.
