Well kinda, BJ Bill in 1993 without a single GOP vote took the top rate from 31% to 39.6%. Thanks to his/D's fiscal discipline we had 4 budget surplus, 3 after the GOP's 4792+ billion tax cut was vetoed. Then Dubya/GOP had full control (US debt $5.8 trillion) and went to 2 UNFUNDED WARS, HAD 2 UNFUNDED tax cuts AND created the privatization of Medicare that this year alone costs over $230+ BILLION (WITHOUT A SINGLE PENNY OF NEW FUNDING SINCE 2003!)
Gutting revenues (Ronnie, Dubya and Cheeto) don't magically reappear when a Democrat is elected Prez again, the money is gone, as well as spending increases the GOP's guys created
