Instead, you need to be thinking, elected government versus entrenched bureaucracy.

This move forces the expansion of the bureaucracy and the hire of more agents, NOT the redeployment of those already hired. If this trend continues in other cities, as BLM demands local police forces be de-funded? It will only mean a larger and more powerful bureaucracy.
