Per the Federalist Papers its the judiciary that's supposed to interpret the constitution.

So you can't deny the vote based on previous servitude

13A - Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.

So servitude includes punishment for a crime.
