Electrical wires have caused huge massive wildfires in the past so when the wind is bad and it's dry and hot, the wires have to be turned off so whole towns aren't burned to the ground and people don't die.
In Texas they lose their electricity because greed allows private companies to not properly upgrade and maintain the system. That greed also allows for that private company to not winterize the system. It also allows for the people of Texas to die when that private company is allowed to put greed before the safety of the people of the state of Texas.
There's a huge difference.

A lot of them are caused by lightening in electrical storms.
Then there are stupid people who have baby reveal parties with fireworks that cause wildfires.
There are also careless people with campfires that cause wildfires.
Along with a long list of other things that cause those fires.
Humans can take steps to prevent a wildfire caused by electrical lines. It would be very irresponsible to not take those steps.
You have a problem with California preventing wildfires. I get it. If they prevent those fires you can't complain about the fires and you can't see more of your fellow Americans being burned out of their homes with their livestock and way of life destroyed. You can't see more of your fellow Americans die in a wildfire.

I was in Texas in April. That trip I only drove the panhandle. In that short distance, by the time I drove out of Texas, I had a sinus infection from the dirty air.
I lived in So Ca in the 80s yet had never heard of much less experienced an ozone alert until I went to Houston.
The air in Texas is so dirty it has dirt particles in it which scratched my eye. I had to stop wearing my contacts in Texas in the 80s. I haven't worn them there since.
I didn't see many flowers in April when I drove through.
The sky was blue but the air was filthy.
I didn't read all of what you replied to but from what I read, except what I listed above, you're right. All states have most of that.
My state has things that Texas doesn't have.
Cleaner air.
Cleaner water
Electric grid that doesn't fail and kill people while charging some of the highest rates in the nation.
A natural Rain Forest
One of the tallest mountains in the lower 48 states
High rate of people vaccinated
Low rate of people uninsured
The second lowest electric rates in the nation
Reproductive rights and freedom
Lower poverty rate
Those are just some of the things my state has that Texas doesn't have.
