According to the US Constitution, Congress has the authority to increase (or impose) tariffs.The relevant provision is Article I, Section 8, which grants Congress the power:

• "To lay and collect Taxes, Duties, Imposts and Excises" (tariffs are a form of duties or imposts on imports), and
• "To regulate Commerce with foreign Nations."

Not the president. Any law that gives him the authority to increase tariffs just because he wants to, is unconstitutional.

The one on one tariffs that had a specific purpose, like with China that were done properly, as congress previously dictated through legislation for him to follow, will absolutely stay in place....
