The seperation of powers and the basic tenets of our government make decisons not one individual or one group.Constrained by the constitution is on who controls the messaging. You have no cure to get manufacturing to return and have no concern for China growing into a superpower using manufacturing as the way to get there. And that is the way for rising nations to do it.
