The one and only way to optimize tariff agreements is to slap massive, comical tariff increases on everyone, including an island inhabited primarily by PENGUINS, change them constantly based on whether that country is treating you nice, and then mock, threaten, insult, punish and troll all of your trading partners - -all while lying to the American public about who is paying the tariffs in the first place.

That's it. That's how smart, stable, mature people handle tariffs. That's the one way.
