Trump doesn't take time to understand how things work. He just says "I want to do this". Before he didn't have yes men in place, so they told him what he was doing wrong, and sometimes he still did it.
Now everything is "yes Mr Trump".

Yes, he does have the authority. Just as Reagan and others did. His issue was how broadly he applied it, this upset the elites and China-First crowd who want easy money selling out the U.S Middle Class for slave labour.
