It's kind of hard to understand something like this. It goes with the parliamentary form of government where the majority chooses a prime minister who then appoints a cabinet equal to our executive branch department heads. In this case, it's a matter of Spaniards not caring whether a new government is formed or not?
Why should they?
Spanish cities are boasting of packed cafes and restaurants, thriving fashion shops and art galleries, plenty of tourists. The overall impression is of a bustling, vibrant country.
