There is a noncommercial
-only FM segment (201-220) where commercials may not broadcast. Ironically the one cited here is outside that band, (on 235/94.9) simply because it had the foresight to apply for that space. Which is a good thing as it leaves the city's noncomm band open for others.
Yes, there are AM stations that do not sell commercials but, being AM, they hold commercial licenses.
