Just reduce Congressional perks and salaries for clerks...make it a more hands on approach for the Representative or Senator...Congress needs to look at more ways to use the money they have now. Let's cut some more from the EPA's budget. And since planned parenthood turned down Trump's offer to continue funding if they stop aborting babies, that frees up some funds....
