The main reason those jobs have been outsourced to foreign countries is because of the incessant demands labor unions have placed on businesses and corporations. Many of them have had to relocate to countries which have no labor unions, and the cost of labor is cheaper. Many companies have had to do this just to stay in business.

Donald Trump's economic plan seems like it would be a good thing as far as labor unions are concerned. But we'll just have to see how they vote.
