You might want to read up on Katherine Johnson. She fits both categories of what you call liabilities. But without her calculations and mastery of orbital mechanics NASA would never have landed on the moon the first time. She worked at NASA for 33 years and helped form the foundation of what they became.

What is most important in space travel is cost. This is the argument here. To get it done at an acceptable cost. We cannot compete with China the old way.
