They do not have control over those that do. The minority can pass exactly nothing. Not one bill will be passed by the minority without not just the nod from the majority of other senators or representatives, that will get nothing done, but the actual go ahead by the lead of the party in that chamber. What they can do is give input and halt action if they feel they are not heard. The majority party, quite literally, controls the very process itself - they are able to decide what is even discussed.
