Depends on how committed the committee is to making it fair and just. Just like abortion, you dont want extremists to WRITE law on that. There IS a very small fraction of births that are sexually ambiguous and NEED "gender correction". That's a pure medical decision. Nothing to do with 47 genders and pronouns and making it Fadish so that the "trans identification" of teens has risen 4000% in the past 8 or 10 years.

THERE is the source of the "problem" and expect a huge rise in future SUICIDES from this "fad" if their parents allow and encourage "gender correction surgeries".

Should also be protections for the kids in having qualified medical panels REVIEW requests that run afoul of ANY law. Preferably with EXCLUDING those in the Psych side of the equation. It's got nothing to DO with MENTAL state. It's a physical argument...

One also has to remember that only one reason for a person wanting to play "opposite sex" is not reality. There are some real cases of gender dysphoria, but most of what we are seeing today is pure fetish, at least from the older trans people.

Still, in the first case the best solution is to get the person to accept their gender, surgery and such is a last resort. In the second case, a fetish isn't a protected class.

Again. If they are minors, the decision is up to the parents unless there is a specific law that permits minors to make those decisions outside of their parent's knowledge. And to my understanding, there are FEW exceptions to the parent's right over the well being of their children. What you see in the news are the extreme cases.
