At one time the gov and community people were driving minorities to places to obtain ID's and paying for their ID's. They still called it discrimination and refused take advantage of the offers. Getting welfare requires ID's of some sort, doesn't it? How about buying liquor and tobacco? Don't tell that minorities don't smoke or imbibe.
