It's a decision that needs to rise up through the court system because for some insane reason it must.

It's two laws in conflict with each other.

Illegal voters vx purging ineligible voters from roles.
One is allowed usually and the other is not too close to elections. It's state laws vx federal laws.

We do not allow PRC military members in China to vote in USA elections.
But a citizen who moved from VA to TX just before an election might not be able to exercise their vote in TX.
