Law enforcement doesn't need one to commit a crime to investigate their I.D. Over 40 years ago I was a manager at a manufacturing plant in Silicon Valley. INS (Now ICE) raided the company and questioned people they felt could be illegal, mainly by their names. I have an odd last name and was questioned and asked for I.D. We had lots of Hispanics working there but I found out later they were investigating an international crime syndicate.
