Every person within the US borders has rights of some form. The law that covers every person (not just citizen) is the right to the right to search and seizure for everyone, just citizens. That's the 4th amendment. What that means is, unless the officer witnessed a crime in progress, in order to even question or search or enter the domicile will require a legal Warrant. Sorry, but the ICE cannot issue legal warrants. Only a Judge can do that.
