Six different agencies isn't that much of a red flag, as three of them were part-time positions. The fact that he had a spotty record in Logan County and Sagamon County hired him anyway is concerning. So was his bad conduct discharge from the Army.

The thing is, he worked for six agencies, but only one of them had raised some red flags about his aggressiveness.

I also recall the case of Timothy Loehmann, the mutant who shot Tamir Rice in a park. He had been written up during his probationary period as not being suitable for police work in Independence, OH, but that information was never transmitted to Cleveland, which might not have cared, anyway, given how hard of a time they have finding cops who want to work in Cleveland.

Let's say you are a relatively decent cop, but your supervisors in some hick county don't like you because you are actually doing a good job of rousting Walter White and his associates with the meth lab outside of town. But Walter paid them bribes to look the other way, so they fired you. Now you have a mark on your record that keeps any other agency from hiring you. Doesn't matter if the next county over KNOWS the Sherrif in Redneck County is corrupt.

There is always going to be challenges to any policy, but you can't use that as an excuse to do nothing.
