Six different agencies isn't that much of a red flag, as three of them were part-time positions. The fact that he had a spotty record in Logan County and Sagamon County hired him anyway is concerning. So was his bad conduct discharge from the Army.

To actually be dismissed after getting hired he had to be pretty bad.

Here's where I see a problem with this bill. Let's say you are a relatively decent cop, but your supervisors in some hick county don't like you because you are actually doing a good job of rousting Walter White and his associates with the meth lab outside of town. But Walter paid them bribes to look the other way, so they fired you. Now you have a mark on your record that keeps any other agency from hiring you. Doesn't matter if the next county over KNOWS the Sherrif in Redneck County is corrupt.
Getting back to this nitwit. He was hired by Sangamon County despite having a less-than-stellar record in Logan County. Sangamon County has a population of 194,000 (It includes Springfield, the capital). Logan County only has a population of 27,000. It's pretty unlikely they would have filed negative reports because the guy could potentially come back and sue. Just like any other employer, they'd probably only confirm if he worked there and what his job title was.

This cop is so screwed, I just heard audio of his boss berating him from the last job he was fired from, the takeaway here is that he was a constant problem and kept getting hired by new departments every time one kicked him out.
That speaks to a shortage of candidates more than anything. It's hard to find good help these days virtually everywhere.
