The difference is it would be against the law to hire folks who had these kinds of marks on their records. That is a main point of the George Floyd Police Reform Bill.

The GFPR doesn't make it illegal to hire officers that have been employed at other agencies.

What the bill does is make it easier for people to sue police officers personally, which essentially makes it harder to get quality police officers since nobody wants to be sued all the time.

That's the entire point of the bill really, to end local and state policing.

This cop is so screwed, I just heard audio of his boss berating him from the last job he was fired from, the takeaway here is that he was a constant problem and kept getting hired by new departments every time one kicked him out.

That speaks to a shortage of candidates more than anything. It's hard to find good help these days virtually everywhere.
