Our unemployment rate regardless is 4.9%. Even if you think the U6 rate matters it is still lower than it was under Bush. The recovery has been slow because of how many jobs we lost to begin with. The Great Recession which began under Bush and ended 6 months into Obama's first term cost the economy 8 million jobs.
