How do we know what's right and wrong without the Bible? How does the government decide what's right and wrong without the Bible? Where does morality come from without the Bible?

Is this a thread repeat? I thought we went over this. That is exactly what morality is--- a set of values or weighting issued from God, whereas without God, issued by mere edict of decree by man, it digressing into ethics.
