The Soviet Union collapsed. Over 90% of North Korea's economic activity is with Red China, and has been for a long time now. Just because Putin lets the little MAd Midget blow him once in a while doesn't mean the Soviets are his best buddies. It was Mao who saved his ass from the US, not the Soviets; they bailed.
