Regardless of shutdowns, tent cities are now disappearing in Wisconsin. They are being dismantled. The people are no longer aggregating that way.

They pour endless resources into programs and it is not enough. Government employees in cities must take a long term wage freeze and pay more for their benefits to start. Retirees must pay a graduated tax on their pensions. Starts out low for the first ten grand a year and rises as many of the pensions are ludicrous. The cities will heal quicker. People complain about the schools but they never change. So things will not get better in many areas of cities. The taxpayers in states are reamed to pay for cities. Reducing teenagers having babies out of wedlock will improve things hugely in many areas of cities.

Rents are high everywhere... $1200 to 1300 for a one bedroom is pretty standard.
