The dog (looks to be a puppy) and the girl are playing, but the adults should keep such play as low key. The girl shouldn't be swinging her foot, possibly kicking the dog, that is getting the dog riled up for more aggressive play. Neither the girl or the dog are at fault here if it gets out of hand.....it's up to the adults to train them both how to play safely and they're not doing anything but laughing. If they don't intervene and teach both the girl and the dog how to better interact, then yes that dog will become aggressive toward others and probably eventually bite someone, possibly that same girl........then the dog will have to be euthanized.........and that's a shame because of the adults lack of training.
