Most violent crimes are not murder, but petty, like mugging or homelessness. How high does the police and the judges usually place these on their priority list?
Mugging hurts shoppers and commuters. Homelessness invites violent attacks on the homeless or generates pick pocketing and more mugging.
How are these usually kept in check? Do towns usually fail to keep these numbers down, because they are corrupt or because they are overpopulated or because poverty prevents them from policing their ghettos and slums?
