Your list is out of date. Several of the top cities are located in Red States. States control law and justice, not cities. City governments are NOT responsible for gun laws, criminal laws or any criminal law enforcement.
While the cities may hire and pay for police salaries, they do not control investigations, charging decisions, or criminal justice. Crime is entirely a state and federal matter. This bulllshit of blaming Democratic city government for levels of crime or poverty in their cities is yet another example of Republicans making a mess and then blaming Democrats for it.

The moment a non-white government is elected in any city in a red state, the state government starts a program of disinvestment in that community. This leads to reduced funding for schools, community centres, recreational facilities, water treatment plants. The quality of life deteriorates as funding dries up.
America is starkly divided between neighborhoods that benefit from overinvestment and those that suffer from disinvestment. But identifying the geography of racial inequality also offers a mechanism for change.
