For which they are effectively buying the water that the rice farmers otherwise would be using to save the minnows. I would never want to be in charge of California's water system. There are too many people in too many places with sweetheart deals at the expense of everybody else to contend with. That was fine when they had surpluses. In a severe drought people having the right to make unlimited water draws off the entire state supply not such a good deal for the state after all. 100 years of payola and kickbacks biting them in the arse.

The pool and all the concrete around it is less grass and landscaping to keep alive. Some districts ban refilling pools. Others encourage the use of pool covers to limit evaporation. There really is no data that suggests pools consume a tremendous amount of water over time. It isn't like people drain and refill them every week.
