You don't. But a bottle of water is a cheap deductible expense. If you handed out out a one dollar bill to X amount of people lined up at a polling place in some low-rent part of town and asked them to please vote for candidate Y, a certain number of people are going to be convinced that candidate Y is an ok guy.

The GA law probably stemmed from occurrences like this one from 2012. These things happen a lot more frequently than what gets reported:

"There are credible reports that NAACP activists took over a Houston, Texas, polling station, urged voters to vote for the Obama-Biden presidential ticket, and also gave them rewards to do so.

Biden was right when he called this bullshit "sick and unAmerican" yesterday. And it's not only the "no food or water for black folks" rule.

• It removes the Secretary of State form the certification process
• It shortens runoffs from 9 weeks to less than a month and early voting in runoffs from three weeks to one
• Legislature appoints chair to State Election Board
• That board may take over county election administration and certification
• Drop boxes can only be located INSIDE election offices and early voting locations rendering them virtually useless
• Signature matching no longer good enough - Copy of DL required when requesting and returning mail in vote forcing those without a printer to get to a drugstore to make copies (IF they even HAVE a DL)
• Early voting ends at 5 PM when most people are getting off work instead of 7 PM

In short, it is a wish list for Donald Trump in which the State is all-powerful and may toss election results they don't like. IOW - From majority minority districts. Cherrypicking absolutely allowed. And we have 42 other states attempting the same crap. Adopt HR1 and the John Lewis Voting Rights Act immediately. Make whatever filibuster changes are necessary to get this done on voting rights and civil rights issues. Geez...it appears the Dembots have eaten up the lies by Xiden and his propagandist....the law doesn't ban everyone from doing this, the law bans, campaigns from handing out give aways, gifts etc within 25 feet of the polling station. The law already banned this, but water and food was a 'gray area" - that the new law cleared up. The obvious point is for campaigns not to harass, or try to purchase votes...when a voter is in line...
