Your question about whom Jesus was “sent to” assumes that Jesus was sent at all. From the Jewish point of view, he was just another Jewish leader with a small band of followers. The vast majority of the Jewish people at that time never even heard of him.
The NT account is all we have for such information. We can embellish it with the history of the times, but we can't change it. Jesus stated (emphatically), "I was sent only to the lost sheep of the house of Israel". This is confirmed by OT prophecies, which are cited in the NT concerning this.
