That happened "after" civilizations were formed. And various types of social classes would have been formed.
 
I understand his view of that time. I can't entirely agree with it. Whoever was the strongest and most intelligent became the upper social class in hunter-gather and agrarian groups. For those at that time to achieve and progress there had to be a leadership class. Or am I not understanding him correctly?
