Take gasoline. Regular, Midgrade, and Premium.
Regular is the crime rate of legal/illegal aliens 87 oct
Premium is the crime rate of resident citizens. 91 oct
Mix the two, and you get midgrade 89 oct

The more you add regular in the mixture, the lower the octane or crimerate.
