But the feds don't intend to prosecute

federal law prohibits murder under 18 U.S.C. § 1111, which defines it as the unlawful killing of a human being with malice aforethought. While most murders are prosecuted at the state level, federal murder charges apply if the crime occurs on federal property, involves federal officials, crosses state lines, or takes place in special maritime/territorial jurisdictions.

Neither DOJ or FBI is investigating to charge the shooters.

So this becomes a state matter to investigate and prosecute.
