The intent may be noble behind this, but the execution, like most progressive plans, is where the issue is.

The unintended but predictable consequence of how the real villains — pimps and other traffickers in human misery — will respond to this new law isn't difficult to foresee. Pimping and pandering will still be against the law whether it involves running adult women or young girls. But legalizing child prostitution will only incentivize the increased exploitation of underage girls. Immunity from arrest means law enforcement can't interfere with minors engaging in prostitution — which translates into bigger and better cash flow for the pimps. Simply put, more time on the street and less time in jail means more money for pimps, and more victims for them to exploit.
As Alameda County District Attorney Nancy O'Malley, a national leader on human trafficking issues, told the media, "It just opens up the door for traffickers to use these kids to commit crimes and exploit them even worse." Another prosecutor insightfully observed that if traffickers wrote legislation to protect themselves, it would read like SB 1322.
Arresting them at least got them off the street, even if for a short amount of time, and gave law enforcement some leverage to try to convince obviously coerced people to rat out their pimps or enablers.
The law said they would help them instead of arrest.
But some children will just go about their business because they aren't in "danger" or something..

The issue is how can you help someone if you can't force them to be helped? The power of arrest gave them the ability to get them off the Street. Now the best they can do is beg them to come with them.

Yes, they passed a law that forbids the arrest of underage prostitutes. But they can still be taken into custody for their own protection. They are victims, not criminals.

I read the link and I made my summarization from the parts of the bill the site included. It's a stupid law and does nothing to help children being used in sex trafficking.
A child should never be called a prostitute or a criminal, of coarse CFS ( child and family services} gets involved because they are a minor
OK, so you are saying then that underage kids in California can be taken in against there will when NOT charged with a crime. OK, OK, we will accept that. See how easy it is when you use logic!
