Think about how bills are signed into law. The president doesn't have time to sit at his desk to sign every law or regulation Congress passes. That's where the autopen comes in. He can only allow his subordinates to use the autopen if he specifically authorizes the legislation to be signed.

How many laws or regulations did he explicitly approve? How many laws were signed without his approval? The implications are vast. It raises the possibility that others were taking on duties of the president that they were not allowed to under the Constitution.
