I dont know if there is a law for it, but any doctor who doesnt say anything about a patients mental decline should lose his medical license. Joe shouldnt have a drivers license, let alone be in charge of the nuclear codes.

The "law" is determined by the LICENCING people who can call it MISCONDUCT---levy fines,
