I worked in the field of big money real estate and it was common knowledge that no building over 7 stories ever went up without someone being paid off. In fairness, municipal officials are the easiest ones to bribe because they're the ones who make the least amount of money.

Trump inhabited that world and thinks this is how everyone does business. It isn't how business is done at all. But there is always a subset of rich men who think that screwing everyone over for fun and profit is the way to go. Do unto them before they do unto you.

Trump gets off on "winning", and he believes there can only be one winner in any deal. The concept of a "bilateral agreement" - where both sides benefit, is foreign to him. To Trump, every agreement has a winner and a loser. But the reality is that most of Trump deals have him losing. He is the world's worst negotiator, which is why he's been through 7 bankruptcies and counting.
