He did ban Muslims, Muslims from specific countries, but Muslims from those specific countries. Exceptions and waivers were allowed for Christians and that is why the US Federal Court judged the Executive Order unconstitutional and halted it from being enforced. Just because it wasn't a world-wide global Muslim ban does not mean it was not a Muslim ban.
