Senator McCarthy did not falsely accuse Owen Lattimore. At worst, he moderately exaggerated about Lattimore only because we have no evidence that Lattimore was ever actually on the Soviet payroll as a spy. However, the Senate Internal Security Subcommittee unanimously concluded that Lattimore was "from some time beginning in the 1930's, a conscious articulate instrument of the Soviet conspiracy." He may not have been a formal, on-the-payroll Soviet agent, but he knowingly did all he could to aid the Soviet cause.
