Sure, the executive can appeal, all the way to the SCOTUS. And the district court might be overturned by a state court, or the court of appeals. They too have the right to appeal, and can litigate for a restraining order, that will keep the EO on hold. But once the SCOTUS has ruled, it is done. The executive office cannot willingly violate a SCOTUS ruling.
