Why materialistic atheists need "religion" but not spiritual people

Common misunderstanding by ignorant atheists I see is that religious and spiritual people need threat of "eternal damnation" in order to be good.

But it is actually the opposite, let me explain:

Atheists or those who embrace materialism need "religion" to govern them and make them be good, and only respond to threat of suffering or damnation since they have no morals or values other than materialistic pleasures such as gluttony, lust, greed, and pride - much like beasts do, and one can't make dog stop pooping in yard by reasoning with them, since they only have primitive impulses to direct them.

While spiritual people are the ones who do not need religion to be overbearing on them, since they have chosen to become spiritually mature and answer to higher power rather than selfish materialistic instincts.

*Is similar to how criminal justice system and rehabilitation works - if person choose to be good citizen and not break laws of their own accord, then they not have to worry about law "forcing" itself on them, since they are smart enough not to run afoul of it.

*But criminals who have no regard for law or anything but themselves as a result have to be punished and regulated much more severely since this is only thing they respond to.

So organized "religion" is like rehabilitation program for immoral and materialistic people to rehabilitate them into being moral of their own accord, so they can become enlightened and Godly and not have to be dictated to like child - but this be because they learn not to act like selfish and materialistic child rather than demand it without earning it.
