Failure in leadership often leads to blaming the minority. Healthcare is paid for through taxes and we do have a Charter of Rights (when government wants to honor it).
This is the same government that fired healthy unvaccinated nurses and then forced covid positive vaccinated nurses back to work. The same goverment that has had MONTHS of curfews ad $6000 fines if you are caught being free outside those hours. No wonder the health Minister surprised the government with a resignation.
Will we charge a fee for someone with lung cancer who smokes? Liver disease if they are an alcoholic?

Quebec Premier François Legault said Tuesday the province would be imposing a "health contribution" on Quebecers who refuse to get their first dose of a COVID-19 vaccine in the coming weeks.
"We're looking for a health contribution for adults who refuse to be vaccinated for non-medical reasons," Legault said at a news conference, in which he also announced an interim public health director to replace Dr. Horacio Arruda.
Arruda handed in his resignation letter Monday evening, pointing to public criticism of recent health measures. Quebec imposed an overnight curfew before New Year's Eve, the second time it has done so over the course of the pandemic.
