Just curious. How many employers have job vacancies they cannot fill because they can't find "qualified" people? I mean people who can read, write, and calculate at anywhere above a 5th grade level?

Six Measures of Unemployment

The U.S. Bureau of Labor Statistics uses six measurements when calculating the unemployment rate. The measures range from U1 - U6 and were reported from 1950 through 2010 . They calculate different aspects of unemployment. The measures are:

A much broader BLS definition of unemployment called U-6 adjusts for two of these factors. As the BLS notes, U-6 is the "Total unemployed, plus all persons marginally attached to the labor force, plus total employed part time for economic reasons, as a percent of the civilian labor force, plus all persons marginally attached to the labor force."

U6 Unemployment Rate

This chart compares three different measures of unemployment. U3 is the official unemployment rate. U5 includes discouraged workers and all other marginally attached workers. U6 adds on those workers who are part-time purely for economic reasons.
