We have gotten to the point where anyone that does not worship Trump is now a Deep Stater. All that matters to these people is blind obedience to their god.
Comey was a life-long registered Republican. Obviously a Deep State mole. He was so good undercover he donated to Senator John McCain's campaign in the 2008 presidential election and to Governor Mitt Romney's campaign in the 2012 presidential election.

It may help inform policy, but elected and appointed officials—and in a unitary executive, that ultimately means the president—alone get to make policy. The presupposition of our country director—and his like-minded peers in the deep state—is the opposite: policy is made in and by the “interagency,” whose decrees are holy writ that it is illegitimate for the president to challenge.

The Deep State is a conservative hoax to explain why Republicans keep getting caught committing crimes, and are going to jail, and Democrats are not. Instead of admitting that Republicans are hiring and appointing a lot of criminals, and Democrats do not, Republicans blame some mythical "Deep State" for getting them into trouble, and letting Democrats go free. The Deep State idea was first floated to Donald Trump by Putin.
