It is hard to respond to some unattributed text but some of those testifying were at the Ambassador level, hardly middle-level bureaucrats. Also this president is well known for his sudden and wild swings in policy. Policy often announced in a Tweet. He has the right to set foreign policy but he has a responsibility to inform the State Dep't of what he is doing if he expects them to execute those policies.11. Over and over at the Democrat hearing, we heard the opinions of middle-level bureaucrats…as though these pencil-pushers were elected to make foreign policy.

If our DOJ has information on any US Citizen involved in corruption, the treaty you mentioned earlier has provisions and channels to go through to share that information. I don't believe any of those involve a very public announcement of an investigation into that specific US Citizen, by name.
