Much of the increase in population in Florida, Texas and Arizona are Hispanic Americans...they are not too happy with the Republicans based on recent legislation

Sorry to break it to you but the Progressive movement hasn't had an original thought since at least the 1896 "Cross of Gold" speech by Bryant and that may be too generous by half. Most of the conservative movement is at least as bad but less monolithic and less fratricidal. Simply by combining solidly black, hispanic and white Ds in more or less equal numbers in the same district for 10 years between censuses is all that is needed to create anti-D voters. So gerrymandering to combine Ds of even slightly different flavors is the only thing needed to reduce support for the conservatives.
