One thing that has always bothered me about Katrina and the response.............Is that as an electrician who has done temp power on many occasions............with a few helo's........bringing in temp equipment...........we could have turned the Superdome into a meat locker in a day............I'm not kidding.

Need a few 4160 Gen sets.......some transfomers.......temp breaker panels.........with quick disconnects.............tying into AC units..........temp power panels..........and even tie into the grid of the Superdome itself..............

We do this on massive scales during shutdowns all the time..............and I've never understood how the evacuation centers couldn't do the same.............It's not that difficult to someone like me.

I will say that since AMTRAK is essentially a ward of the federal government; it would certainly seem as though the Feds could send dozens and dozens of train cars to these areas and help with the evacuation. The tracks go to major cities out of the hurricane zone. The cars are built for conveying hundreds and hundreds of people over long distances. And unlike roads, the rails are not subject to traffic, wrecks, etc…
They are subject to flooding, downed trees, power lines, etc.

More to the point:Amtrak does not own the rails! Amtrak owns virtually no trackage...in that area, most of it is CSX.

There are about 72 seats per coach car. You put a train of 25-50 of these cars together and you have a major impact on the shelters in the affected metropolitan areas.

One thing I’ve always was wondered about was this. We spend $500B+ on defense yearly. Take some of that money and buy a retired cruise ship from Royal Caribbean, Carnival, Princess, etc… Their fleets shed 3-5 ships per year. These ships can carry 3-5,000 people. Have the coast guard buy one or two of these ships; retrofit them to carry 8-10,000 by converting the suites, getting rid of the promenade, pools, casino, etc… ; put them in dry dock somewhere until needed and when you have a hurricane, make them available.
 
Regardless we the USA will hear all about the horrid losses and all the money needed to rebuild. Think about that for a minute and question why rebuild in the track of yearly hurricanes?
Because there is no place safe from natural disasters.
Having said that there should be insurance to cover most of this shit. Live in a danger zone? Pay an additional risk premium. Just like health and auto insurance.
There is no reason someone in Montana should be forced to pay for someone to rebuild in Florida.
You take the risk you pay the premium to balance the risk.

The levees not being up to code and failing was not because of local political decisions.

Actually, in many ways they were. A good amount of money designated for levee maintenance was redirected for other purposes by local officials.

Until you consider the diesel fuel needed to run these generators are supplied by tanker trucks who cannot make it to the area (if the generators themselves can). A 1,000 KW generator (not sure what that can do by the way) uses about 70 gallons an hour. In a day that is about 2000 gallons. What does a tanker truck carry; 10,000 gallons? Doable! If you can get a truck through flood waters and damaged roads, etc…

Would a 1000 KW generator turn an 80,000 seat stadium into a meat locker? Doubtful.
